Carpool Lane: What cars are eligible for the California white “clean air vehicle” stickers / decals?

The language of the law is kind of confusing. Is there a website that lists the eligible cars?
Are hybrids eligible for the white stickers also?
I know that no more yellow stickers will be issued because the law provided for a max of 85,000 stickers, which have already been issued…
Is there a limit for how many white stickers will be issued?
Generally only Hybrid vehicles are eligible for these stickers and only a limited amount of the stickers are issued each year. Because of this the used Hybrid cars with the official sticker such as a Prius are highly desirable.
