Does the revenue produced by tolls on the New Jersey Turnpike exceed the cost of collecting it?

Please consider all possible costs of toll collection, such as
value of toll plaza property, cost of toll construction, compensation of toll collectors, cash handling expenses, administration expenses, accidents, commuters’ lost work time, commuters’ health problems, commuters’ lost leisure time, extra fuel expense& pollution from stop/start, lost business revenue from delayed employees, and whatever else you can think of.

Absolutely. They rake in thousands each day, when the cost of workers is probably less than a thousand a day. The NPV of the project however, is postivie over at least 20 years, which means it is hard to tell if the New Jersey Turnpike has recoved its cost get.
