I think a mag-lev system linking all major cities to reduce highway driving. And replacing some of old or unused in the main railways of CITES with commuter trains to travel in major metropolitan areas.
MMMMMmmmmmmmmmmmmmmmmm Big Oil and Detroit have actively worked for decades against this scenario, and have succeeded beyond their expectations. What do you do with the suburbs, where the majority made their homes. What kind of "command and control" such an economy would cause massive displacement.
