I think a mag-lev system linking all major cities to reduce highway driving. And replacing some of old or unused in the main railways of CITES with commuter trains to travel in major metropolitan areas.

What do you do with the suburbs, where the majority made their homes. What kind of "command and control" such an economy would cause massive displacement.
